My experience with CCA "right to know" requests has been the same. There's a long period of stalling for improbable reasons, followed by minimal compliance. The contrast with a conventional "bricks and mortar" public school is striking. I spent years on the board of the Carlisle Area School District. First, we received relatively few RTK requests because most of our information was available to the public without anyone's needing to ask. Second, on the rare occasions when we received RTK letters, we tried to respond promptly.
